Isnt it kind of weird Mercedes gets to do this, instead of a midfielder. Looking at giving them yet another head start?

Every team was given the opportunity. Only Mclaren, Renault and Merc took it this year.
Next year every team has a chance again.
Money is a factor though, as you have to build a mule car.

All the data gathered must be shared with Pirelli and All the other teams, so there shouldn't be any big advantage

RedBull and Ferrari chose not to do the test. Any "head start" given to Mercedes is on the heads of Horner and Binotto.

Mhoa, as long as the data from Pirelli is enough to make the sim model a bit more accurate, they are good.

Just a note on red bull they can't test because they don't have a mule car to use. Renault isn't providing them with any engines to run last years car with. But next year they can run this years car with a Honda engine in it.
I don't know what Ferrari's reason is but I imagine they don't want to be distracted while preparing next years car.

Toro rosso could of entered yes. But then there are the questions of costs etc and if it would be worth running a "Group B" car for the test.
I imagine there wouldn't of been much point.

This would be useless because the TR is still different on aero compared to RB, hence false data
