I have read the technical regulations and it seems that it is possible to change the wheelbase of the car because the changes to the engine to gearbox connection are token free as well as the changes to the floor made to use a different wheelbase. Moreover, if I have understood it correctly, it is also possible to change the suspension levers and uprights because only "the internal suspension components" cost tokens if changed.
Did I understand it correctly?
In your opinion, will some team follow this route to increase downforce again despite the new rules specifically introduced to try to reduce it?

In the 2020 rules it is said:

and the same is at page 121 of 2021 Technical Regulations (available at fia.com and issued on 19 June 2020).
So it seems that changing wheelbase does not cost any token. Do you agree? Am I misunderstanding something?

Yes as best I can work out (I was looking at 2021 rules where the table is slightly different) bodywork and the floor are not homologated parts, neither is the bellhousing, so provided the chassis length doesn't change the wheelbase could be altered for free.

Interesting allocation of resources from McLaren :?: A floor costs quite a lot of time and money to make, doesn't it? Bold to make one just for free practice data gathering!

Well the original intention was for teams to use this years chassis next year, to cut cost to balance the lost income, and to allow teams to concentrate on 22’s chassis design so the smaller teams were not disadvantage

So not really draconian seeing as teams can now update either 1 or 2 parts of the car if they wish compared, to zero before this

Are the tokens only for off season development going into the 21 season?
Are they free to develop as usual when the 21 season has started??
