2022 regulations says a maximum wheelbase of 3600mm, which is about the same as the W11 is now, which is stupidly long. And I think 2022 cars will be at that maximum, so I don't expect them to be shorter ...

Not at all. The wheelbase will come down from ~3750mm for the Merc to 3600mm as a maximum. But the front overhang is longer by ~125mm so the overall length pretty much evens out.

The wheelbase could easily have been limited to 3200-3400mm. We've all seen the gearbox case is ~1m long these days. Could even have been shorter as they run a narrower/longer fuel cell to shrink the sidepod width.

I agree and I would have not increased the front overhang. Moreover the front wing keeps too much wide (as it is in today cars). I would have reduced it to the width of the body (140 or 160 cm).

I'm beginning to think that the 2022 rules will get scraped if we have a good 2021 season. The 2022 spec cars(which let's face it, are now essentially spec cars), is going to turn F1 into Euro Indy car. With spec cars and nearly spec engines, with the same politics that determine who wins in American Indy Car.

But that is
necessary to reduce front tyre wake (and hence allow close following), by deflecting air away from the front tyres?

Agreed. It all feels like a move to a Euro Indy. Future plan - worldwide Indy?

Indycar power unit & running costs are far more reasonable, so that would not be such a bad idea!
Indycars have a far more reasonable level of build quality, compared to overly elaborate Grand Prix cars. The fit & finish is more like a Grand Prix car from 35 years ago -- sensible, affordable and economically prudent!

I think this has more to do with the aero rules. If Indy didn’t have fixed bodywork they would most likely go down the same rabbit hole as F1.

That's also the original DW12 which was delta shaped, i.e. bodywork was wide at the rear tyres like a Le Mans car (you can tell because the air intake is above the driver). The IR18 Indycar body and manufacturer bodykits before were a little tighter in the packaging.

A reminder;
Indycar does not have an intercooler system, so the works inside the sidepod is going to look a lot cleaner.
