Not to be overly critical, but it would be more correct to say, 120kW for 33sec = 4 MJ. (KW*time in seconds=joules)

In other words can the MGU-K still deploy 120kw for 33 seconds if the MGU-H uses 12 seconds of E-boost? Or is that number now 120kw for 27 seconds?

Depends on what you mean by "can".

Can they legally deploy 120 kW to the MGUK for 33 sec/lap? - yes
Can they actually deploy 120 kW to the MGUK for 33 sec/lap? - not always.

Can the MGU-K still deploy 120kw for 33 seconds if the MGU-H uses 12 seconds of E-boost? Legally - yes. Actually - not always.

Firstly, when the rules says ‘K’ deployment = 33 seconds, the rules adds ‘per lap’. Secondly. ‘H’ E-boost is only possible in one of two ways. ‘H’ E-boost to speed-up turbo with (waste-gate/s closed) and ‘H’ E-boost = electric supercharger mode, with waste-gate/s open and both ‘H’ and ‘K’ sharing ‘ES’ power. In both of these modes it is not technically possible for ‘ES’ power to last anywhere near 12 seconds let alone continue to power ‘K’ for the rest of the 33 seconds per lap.
