The Racing Point RP19 in Barcelona testing spec is not the real deal. Team already developing huge upgrade package for Melbourne. Also the budget is 20% more under new management.

i hate the livery but it looks like it's got quite some potential! always loved this team

According to the following article the budget for 2018 was $120m

So for 2019 it would be around $144m considering 20% increase as mentioned by AMuS
