What I find interesting is that there seems to be a panel bolted on just before the sidepod. This isn't the case with other teams(as far as I have seen)

Its from last years car,to keep flow attatched to sidepod.
Mercedes also have done it.

I was talking about the panel bolted onto the tub, not the vertical element under the sidepod intake

According to the following article the budget for 2018 was $120m

So for 2019 it would be around $144m considering 20% increase as mentioned by AMuS

Yes Force India has tested before with the car from a previous year.
