Of all the teams you have listed, only RB are actively developing a ground effects car, and per their own marketing page will be doing so for the next year or two.

The fact that the TD is only retroactive to the start of 2023 says they aren't looking at people who potentially did something in the past. They are looking for someone who is currently doing something or will be in the future.

Why did you say that? That is not something that is considered for far subsonic vehicles like most cars AFAIK (land speed record cars and their jet engines aside perhaps).

For most low speed flows, air and water are similar enough as long as you match the Reynolds number. (Of course you can't match all the non-dimensional numbers at the same time.)

from what i've seen, towards the higher end of the f1 speed range it needs to be considered, or parts of a simulation won't align well with reality.

FIA rejects three applications for new F1 teams

The FIA has rejected applications from three of the four prospective new Formula 1 teams, with Andretti Global's effort understood to be the sole remaining bidder.

Michael Andretti's operation - whose bid is supported by General Motors brand Cadillac - is the highest-profile contender of those who responded to the FIA's request for submissions to form an 11th F1 team.

FIA Formula 2 outfits Hitech and Rodin Carlin had also submitted applications, along with start-up Asian effort LKYSUNZ.

Although there is still no official information from the governing body concerning which new teams, if any, will be accepted, Autosport's German language sister title Motorsport-Total.com understands that only the Andretti bid has reached the final stage.

Part of me doesn't understand the point of the budget cap if they refuse to get new teams on the grid...

It seems they want to guard 10 teams being profitable. I can’t see why else to stop 1 more team entering.

F1 venues could lose races over track limit problems, says FIA

FIA president Mohammed Ben Sulayem says venues like Losail and the Red Bull Ring must address track limits problems, or risk losing slots on the Formula 1 calendar.

Asked by Motorsport.com what he was going to do about the track limits problem after the sometimes farcical scenes in Qatar, Ben Sulayem said: "You're absolutely right about it, we had the same issue in Austria, it was 1200 [offences there].

"And I have to say, congratulations to the stewards because they spotted it. But is that the solution? No.

"The solution is to improve the track itself. I know some are resistant to it, but to tell you the truth, if they don't, there is no race.
