I would guess that it sits inside the box where holes for cooling are permited (gills), and that there is not specified that those holes must be for cooling purposes. So Williams is using it purely for aero, directing high energy air on top and to the side of the sidepods for more outwash.

Yep, i also guess that they push air outward to avoid letting the wake hit the rear tire. Interesting concept, looks to me that they took bigger risks for this year.

There are those two pipes coming down (at the front of the radiators) looking like they go to the engine, but they seem a bit narrow for intercooling (weren't those much thicker in previous years?), and not leading to the front of the engine, which suggests engine cooling, to my novice eye.
