Bahrain FW (in a shot from a particular angle) Vs Jeddah's.
It seems that the cutouts are only in the wing for Jeddah where the 2nd and 3rd flap at their attachment to the endplate are roughly of the same width unlike those for Bahrain:

The changes to the wing are only rigidity and more strength.

I don't believe so, in the Jeddah wing pic posted by gordonthegun, and as pointed out by @Polite, the new wing is lurking top left against the wall. I also posted one of the new wing mounted on Sainz's car

They haven't specified whether they are referring to front wing or rear wing.

I think it is the nearly parallel angle of the shot that makes the FW on the background seem different. Look at this:

Exactly, that is the new FW in the background on the left.
Looks to me like more loaded in the inner and central part and more outwash.

A bit undercut applied here, look like this is the maximum ferarri could get withot too much modifying the internals

Is it though? The viewing angles seem rather different (indicated by the SIS bulb).

In my opinion the changes in the FW are the same width of the 2nd and 3rd flap at their attachment to the enplate that allows the cutout in the last. No changes in flap profile; it's the angle of the shot that makes it seem different.
