Yes, they raced to the rules like everyone else. Red Bull had this option open to them as well as every other team on the grid. F1 is not just racing on the track, it's racing in the regulations too.

I infact like the budget restrictions now while I thought it was rubbish when the initial noises about implementing it started. Haha obviously! No I don’t particularly like some of Max’s traits. I don’t doubt his ability to dance the car on a knife edge but he’s had a fair bit of learning to do on how to behave as a leader/team mate etc. I hope he learns from it all. But no he won’t ever be my personal favourite, I appreciate the skill

By the way things are going, maybe Mclaren will never win again in F1. Maybe´s that why they have cars/teams everywhere like FE, Indycar

Would love to know more specifics on who this "senior figure" is, but I do think it's telling that the Mercedes brass aren't going out of their way to downplay their performance in the media, as they did last season during/after testing. If anything, I'd describe Toto's demeanor to date as "restrained jubilation" (not so subtle nod to any Seinfeld fans in here :D)

Why is Toto restraining his jubilation when he has to bring a totally revamped car design mid-season because the current one sucks so bad? Why would he be jubilant about his situation?

I think we're alluding to the same thing, in completely different ways. Mercedes isn't being truthful (shocking) or the uproar about them being in 4th place is nothing it conjecture (also shocking).
