Yes, true, also in Bahrain test days they tried this RW configuration, and in Melbourne only on Lando's car, in FP1 just to revert on FP2 to the RW config used for the rest of the weekend. As you said, influenced by the incoming weather.

Although this could be used to create a more outboard “virtual” upper pivot, or joint, I don’t expect this will change either camber gain or scrub characteristics. I expect they used the separate link design to accommodate the somewhat extreme divergent angles of the fwd and aft arms.
On the front suspension—with steering involved—the virtual joint (lower in this case) may be useful in reducing steering loads and kickback:
