Does anybody know why there are wires connecting from the stilts/pegs to the second wing flap?

I think they are pressure sensors.

If you are referring to the little metallic rods attached to the vertical mounts they are simply supports to avoid vertical movement hence keep fixed the gap between main element and flap, wing efficiency is pretty sensitive to the slot geometry and it’s important to keep it under control. Obviously the rotation of the flap to set the incidence is allowed by an hinge.

I always knew the R26 was the cats whiskers
Looks like the second step of the wing would move all over the place without the ties there, wonder if thats why Ferrari's are so much smaller

I think those are anti-flexing fixtures. I mean they don't look like wires to me.
