That's probably because the circuit requires more downforce than any other track we've seen this season(except Monaco and Hungary). The circuit was used to stimulating high downforce circuits such as monaco and hungary.There's a link below that shows the description by Renault.

Anyway, Michelin were testing with wet tyres in Valencia on Friday, they had special trucks spraying the circuit.

They already used the additional fin in Suzuka and apparently a few people had also some suspects about the excessive flexibility of that part.
