In recent times Prost were the first to race them, Ferrari also practiced with them around the same time.
IIRC BAR were the first to run a Bi plane wing after that, with Renault then developing the cascade endplates

And it was BAR 007 in late 2005 having the 'full size' upper plane before 248 F1 boasted theirs

Looking at the Honda and Prost. The Prost was probably hard to drive being a rearward team so I wonder if this was a huge aero development to solve some handling difficulty, but it occured to me that Prost didn't have the cash for a huge aero development, whereas that extra piece of carbon fibre is great advertising space. And look at the honda taking full advantage of that factor too. Back to the bill-board?

Quite conversely, the extra bi plane flap would have been a cheaper way for Prost to add downforce than a new front wing.

Absolutely. It was only for the Monaco GP where teams often add stuff to get more downforece like Renault used to mount wings on their engine covers (before 2004 when F2004 made it popular).

Alot of teams did that.
I remember TF using a deck wing in 2002 with the airbox wings.
Williams ran a huge one in 2000 :p
