Setting up a Formula One car

Hello everyone!
Considering that I am borderline F1 nut, I can“t belive that I have missed this great website

Now I am glad that it is set firmly among my bookmarks of great F1 websites!
Now to my question:
How do you set up a formula one car? I understand that it is quite a large topic. For example, what is the range for the wingangles of the frontwings and rearwings (0-20 degrees??)
What changes in a setup if its raining? How does Ride Height affect downforce, speed etc?
Or are there some documents or other sites that explain this in more detail?
Jeez, I better stop typing now...
Thanks in advance and keep up the good work!

i am toying with the idea of getting racecar eng, it is truly a great mag . . . but as i live in the us, it will cost i think close to $90. too much for a poor college guy like myself.
