Is williams running a J-damper as well? several sources mention some 'top' teams running it, but i only know about Mclaren, Ferrari and Renault running it for sure.

is that a flap across the air intake going about 3/4's up? What is the function of this?

sorry, I'm a noob to this and can't seem to upload the formatted pics.

If you look closely as the air intake, in the dark region, I can make out a sort of vane inside the hole. It is about 3/4 up from the bottom of the hole. Hard to make out, but it appears in all the pics with the air hole.

IT splits th einlet between the engine airbox and a smaller duct for feeding the gearbox oil cooler. This is mounted behind the airbox above the gearbox, Ferrari did a similar thing last year.
