what is the fuction of the build out steering rod?

why rB5 & MP4-24 don't but them in A-Arm
is it working for the aerodynamic to the sidepod, replace the bridge styl front wing?

Its not to replace the bridge wing directly, but it does serve a similar purpose. Now the front wing is lower, the upper wishbone is too high to condition the flow coming off it. Thus the teams drop the steering arm to place it in closer proximity to the wings wake. This directs the flow better over the rest of the car. It will also have a beneficial impact of the vertical CofG location.
The RB5 has a similar solution with its rear top wishbone, Newey has placed it very high and exposed to act like the small winglet placed between the rear wheel last year.
