Are you wondering if a team can use active suspension?

Active wheel = wheel with electric motor inside?

If ignore the rule means if the rules are changed? Or do you mean if a team is operating in the 30million or less budget that they can ignore the rules?

Looks an aweful lot like the Siemens system....

this reminds me of a suspension a solar car team build 10 years ago or so they were called solar motions ill try to find a picture of it.

not the best picture but I believe its upside down the wheel mounts on the little hub and the top (bottom of picture) mounts to the chassis

thats not "that" much for a solar car once you figure in all of the carbon fiber donations and autoclave time it adds up fast.
