If it is it will also need a tiny wiper. The cameras need a rolling film in front to keep visibility.

Not sure if it would stop a wheel or even a heave spring (unless we're talking fighter jet strength acrylic canopies), but a windscreen should be added simply to make the cars more aerodynamic. Fits right in with the efficiency goals for 2013. Plus, the drivers could wear partially open helmets so their faces could be seen during the race. This fits right in with all the other ratings bating gimmicks the FIA wants. Also, LMP-style air conditioning would be nice in Singapore as well!

It only needs to deflect the object, or reduce the energy imparted on the driver (by absorbing some of the impact). Racecar engineering had an interesting article about windscreens back after Felipe's accident.
Wiper also not necessary with modern day surface finishing, water repellants and airflow manipulation...
I say do it.

And finally, as the FIA honorable members have thought out, an arrangement with FOM and Sony has been made to go all digital. This way a number of things have been accomplished, complete safety at all times and no travel xpenses to speak of.

F1 cars don't need to be efficient.
For safety its better when they are inefficient. They need to have high drag to reduce top speed and increases slipstream effect therefore overtaking becomes easier. What they do at the moment with moveable rear wings and stuff like this is counterproductive.

At speed yes, but I wonder how things would be in the rain, with a big glob of oil, grease,or tar, in the middle of a hairpin and you can't see around the glob.
GT cars and LMP cars have wipers, I would think they would ditch them if they could for the drag alone.
A motorcycle driver can see around his windscreen if need be. Some drivers (Felipe Baby) have trouble seeing through their visor in poor conditions.
I think a wiper might not have to run often but would be a necessary precaution.

Keep in mind that GT & LMP cars have much larger windscreen surface area, steeper angles, a much wider variety of rubber compounds on the track at the same time, and a much higher probability of debris on track (for a variety of reasons).
That said, Your redundancy argument is a good one. If they could somehow configure some tear-offs so the driver could tear them off while driving, it could sthe wiper drag penalty. Good luck sticking ur fingers into the airsteam at F1 speeds tho...

A wiper would be presenting only its narrowest profile on this shape of windshield (since it would need to rotate about the longitudinal axis of its torpedo-like shape), so the drag would not be as much of an issue, compared to what you are saving by adding the windshield in the first place.
