He won a race in A1GP and was talking about coming back to F1, but I had basically ignored that.

I really feel for Chandhock. The guy was consistent and should not have been on the sidelines all season.

He won 2 A1 gp races

But i dont think e should have returned to f1, and that too in a back marker team.
It would lower his stocks even more

Pay drivers are as old as the sport, but nowadays when I see an obvious pay driver I assume the team is on the way DOWN. There are probably exceptions (as always) but few pay drivers bring so much money with them that the team can pay for the driver's car AND have enough money left over to do any significant development. That is, a pay driver can keep a team alive, but they rarely help it get significantly better. All IMHO, of course.
