Redbull managed a (officially timed) 1.923 second pit stop back in 2013 in Malaysia.
I'm sure Ferrari managed a quicker time but it wasn't officially timed or something silly like that.

The video isn't from Austin, since Austin is counter-clockwise, Mark would've been driving the wrong way. At closer inspection I think it's Malaysia.
