I thought Toto said that 50% of the teams resources would be working on the 2014 car by that time.

Production built the parts, design just designed them. (And testing tested them, and quality verified them, and so on and so forth). Seeing as the 2014 is only being designed, not produced, there's plenty of freedom to produce parts.

As you say production needs a design so if there´s no design there´s no production.

Yes. I am also amazed by the pace of development and the sheer volume of new parts and the massively improved quality and the fit and finish of the body parts.

Others have mentioned that it was 50% of the workforce moving on by May. Also wanted to add that it's currently Paddy Lowe heading up development of the W04, with Costa on the W05, and Willis already working on the W06. --And Bob Bell overseeing them all.

There is nothing unusual going on.

I thought Mercedes said after spain they were putting everyone in their design team onto the 2014 car?

The new beam wing has a very Newey-ish look to it. Very organic with curvature at the center and the outer edges. Really wanting to see a frontal pic to inspect their gurney treatment on this new piece, as their prior beam wing had a quite almost overly pronounced gurney.
