Perhaps they manage to increase the cost from 1000 $ to 5000 $ per nut.

Ok for the nut, but what is the function of these rim fins? Easier detaching/attaching of rims? Cooling? Balancing?

See that bit sticking out from golden bullet fairing? Well, when pistol head is pushed over it unlocks the nut, and once it is tightened again, it pops out to lock the nut. Before it had to be done manually by the pit crew member, so it there to reduce tyre change time, and prevent being forgotten by pit crew member.

I'd say cooling, since fan-like shape of the rim spokes is banned if I'm not mistaken.

many years ago i used to race rc cars at an international level and one of the features were quick release wheels as in the final races some were about an hour long and we often changed tyres during re-fuel stops especially if it started to rain.
I wonder if even more time could be saved in a pitstop incorporating a more advanced version of this?

were these fins present on the rims before they introduced these new nuts?

Why would they be on this year's rims then? They're obviously not using the same ones, as the tires have become narrower and they've know about the rim-shield ban for quite a while.

I'm thinking the fins are there to mount those new black covers. Quite possibly it's a temporary solution, and if it gives the desired aerodynamic effect Ferrari might get some solid rims of that shape (rim+cover) from BBS.
