Scarbs got back to me on twitter, here is what he said:
'there's nothing official, but I hear: longer tunnels, longer sidepods, smaller wings, lower noses, bigger race numbers plus of course the much debated inline4 turbo engines and greater KERS potential'.

Sources would be good, as we could collect everything we know, to get a much broader picture of what we know, without fanboyish, yeah they're good/no they're not usual stuff.

by the front wing rule, the front wings will have to be to a similar style as this - no 'add ons'

but slightly higher + wider?

hopefully when some more info is released somebody on here could make a 3d model of a basic version of the rules. im finding it quiet hard to imagen what they are going to look like.

another question, gp2 is only a few seconds off a f1 car so if f1 is slowing down even more, will an gp2 car nearly match an f1 car?

^^^ Thats the front wing that is the model they want to follow. And to get rid of some more aero its likley to be smaller in width by as much as 140mm and up 75mm higher. This is to rule out any controversy about flexi wings, however, there has been teams wanting to put a "rod" or something that will limit flexing to a minimum down the length of the wing.

Another point for discussion on the front wing is giving drivers a DRS on the front as well, that will activate the same time as the DRS on the rear.

The sidepods are to come forward by as much as 900mm for better crash protection and also to give better options for cooling.

But the drivers will have many more systems to control in the car, the list includes; KERS/HERS, DRS and Turbo Boost as well.

The Standardised fuel tank idea that was talked about was all cars must start Q1 full with fuel, with no top up for the guys in Q2 and Q3 avalable, this is to try and enable cars from the rear to come storming thrugh the feild with more fuel avalable in the later stages. This idea has seemingly been put down as it would be better for the cars to start the race with the same ammount of fuel and then let cars with a more fuel efficient engine come thrugh from the back with a higher boost presure.

As for the GP2/11 being faster than a F1 car, on some tracks they will be really close, however, the F1 guys will still be as fast, just slower in the corners as they just wont have the downforce as cars will have to be slipery as posible to conserve fuel.

ESPI, do you have any source for your post, or any part of it?

Or is it all just stuff you remember hearing, with added personal ideas?

I'm really curious how credible any of that is.
Any post(s) made by this user are (semi-)educated opinion(s), based on random fact(s) blurred by the smudges of time.

Read those points in the second post and thought:

The beasts have been tamed.

Really putting me off watching F1 because they keep trying to slow it down!

they need to have more power than the up coming Indy turbo's. F1 should have Mercedes, Honda, Toyota and Cosworth dust of the old CART 2.65 turbo's with 1000bhp,

* Diffusers will have a standardised centre profile in the middle 250mm

* A Standardised KERS/HERS system will be made avalable for the first time.

* Spec fuel tanks will be supplied, and all cars must be full with fuel to within a +/- of 5KG at the start of the race of arround 850Kg and be at minimum 700Kg for the end of the race.

* Wheels will be increased to 19" so to make tire technology simmilar to LMS and road tires.

* Tires are rumored to be 3 spec compounds at each race, with 2 hard, 3 medium and 4 softs per weekend usage, and 4 sets of wet and inters, one set of wets will be in parc ferme for the race from the start of the weekend for each car.
Where did you get this information from? pure speculation??
especially the 19" wheels, which dont exist in lms, those are 18" and i think the plan for f1 is to move to 15" in 2014.
