Umm, it looks a lot like last year's car. But, even that's grasping at straws, because it's just promotional CGI.

Let's address all this PR analysis in one easy thought experiment:

F1 Team X's marketing department needs a sexy shape for their comms that day. Do they

A) Send down to the CAD or Aero team for the latest CFD and CNC/rapid prototyping meshes so they can bung them into photoshop, cover them with fancy grids and fake sheets, remove anything too incriminating, and ship it

Or

B) Throw together something in-house using a generic F1 shaped thing

I'd lean towards b); because:
1) there seems to be a child-sized driver in the render.
2) the front of the cockpit looks obscenely high to me - with the driver as rendered, I doubt they'd see any thing but sky!

unless they have done something a bit dramatic around the cockpit...

vertical fin is not something which is behind the car cause we you see it on the other pics too if you look carefully.

I was talking about the fin (still not sure of the term) you can also see on pictures with Grosjean :D

In various guises, those fins are on all cars and have been for some time. They split airflow around the driver's helmet.

The red Circles are just Mirror mounting points, just like on the R31.

Simple answer, no, id recon its arround 70 to 100mm too high. However thats just a guestimation.
