Because the KERS graphic is there to show how much boost is left, to convey harvesting information and boost left in a single graphic would probably be somewhat difficult. Then one has to wonder what harvesting graph would show, it would show increase charge under breaking and decrease when they push the button, but I doubt it will show any more detail than that in a single graphic, and such a simple concept is conveyed quite often in the F1 broadcasts.
It would be a simple matter to show Kers harvesting, why wouldnt it be?

The whole concept of Kers as first introduced was to show the spectators, viewers and the rest of the motoring world that F1 is a sport that takes the ethics of fuel efficiency and atmospheric pollution seriously.

Just having a boost button panders only to the motor heads and damages FI's world image.
It also prevents anyone from seeing when and how the harvesting of energy under electric load is undertaken.

Convenient for using Kers for other purposes other than for the primary purpose for which it was brought in to F1 without anybody finding out.
With the ancient layshaft gearboxes still in use, it is essential to use at least part of Kers harvesting to 'smooth out' the downshifts and changes in torque forced by the dated power trains.
This must be done to help preserve the limited life tyres on the rear axle and maintain car control.
Doing so is of course a form of traction control under deceleration.
Next year the powertrain requirements will make the regulations for the energy system pointless for enforcement.
