The idea is exactly the contrary, increasing your wing level in corners while behind a car to compensate the drop in DF due to dirty air.
They'd simply run that higher downforce in corners even when they're the leading car. So, I'm ahead of you and you're following me through a series of turns. You turn up the downforce but I already did the same so that I can corner faster. You're still in my dirty air but we both cranked up the downforce.
The only way it would help the trailing car is if use of this downforce increase is treated much like DRS now - must be within a certain distance behind a car, except here we're increasing in corners rather than reducing in straights.
