i've never heard the term "glassy state" before, i assume it means the rubber is very hard when cold.

overall I think this is a good move. I was surprised how tall the sidewalls still are on 18" rims, and lots of other racing series dont have blankets, and you dont see them falling off the track when cold. I think LMP1, Indycar and Nascar all dont use blankets.
Well... I wouldn't want to design a 13" tyre for just 1 year then have to design an 18" for the next 3. As for the degradation, just enforce 2 stops a race and reuse the old tyres in practice for the next event.

I wouldn't be averse to going to tyres hat can be pushed for the whole race. One thing it would do is force the teams to think about a car that can follow and overtake - no pit stop strategy to jump the guy ahead. Whether it would work out that way is another thing, of course, and we'd probably end up with processional races just like we did before.

I have long championed longer lasting tires that could last a race distance but the FIA are dead set against that.
I have no problem with 18" wheels myself.
