Notice the wastegate sound is very similar to what it was in 2018 0:28 and 1:50 for example.

It's unusual. They are changing the way they operate the PU and definitely concealing its performance by a significant margin.
Controversial thought and not trying to insight rage here, but are they hiding it while they try and find power that they POSSIBLY may have lost because of the new secondary fuel flow sensor? Just weird they've gone back to that wastegate operation that other teams had last year

I would not get my hopes up about Ferrari running the engine lower than anybody else and is somehow hiding a beast.
They are probably doing the same as everybody else in terms of engine modes.
If they were to have some special setting that set the power super low then what would the point of that be? The car would not be stressed and neither would the engine. That would lose reliability testing and also the car may react differently when using normal levels of power.

Other team's GPS data tells that they were in very low modes. I don't think that you have more insight.

If an engine inherently has less power, then even on its max mode it will be slower to accelerate than a competitors engine.
Unrealistic and not to scale example, but if the Ferrari on max power provides 950 BHP and the Renault 970 on half power mode then it's not like for like and even at max power the Ferrari would have poor(er) GPS data.

Leo Turrini's blog weeks ago said that Ferrari is really confident for the PU to be at least on par with AMG and Honda.

In testing they were the slowest in turns which need power (high speed and mid speed). only 1 time they were the fastest of all.

Mercedes say Ferrari runnig lower power modes than his customer teams not the competitors... So if Haas has better GPS data than Ferrari, the assumption is that Ferrari is using lower power modes...

Depends on how to present this settlement. Same from Chris Medland: "The FIA and Ferrari have agreed to a number of technical commitments that will improve the monitoring of all F1 PUs for forthcoming seasons as well as assist the FIA in other regulatory duties in F1 and in its research activities on carbon emissions and sustainable fuels."
