Is every f1 team really off the pace of redbull and mclaren?

Look at the fastest lap times for each race and you'll have the start of an answer.

Deduce what you can, if anything, from these.

That means nothing really because of the huge variation in tyres. Qualifying times might give a better representation of the cars true speed.
