That would be an Alfa 158/159 GP front brake and trailing arm suspension.

I don't know but you've piqued my interst...looks American from the offset...looks to be based on a Midget...Doesn't look like dirt tires so I'm guessing asphalt...
Some kinda one off specialty short track racer??

it is the brainchild of a famous american racing legend but this project was an epic fail ...it was intended for a very important race.
