Does drivers use opposite wheel locks and braking bais change settings at each turn
at steering wheel to get a better time at corners or they are static values of car set up????????? :?

I'm sure the wheel-lock is fixed but they can definetely change the brake-bias for each corner if they choose. Michael Shumacher was definetely one for doing this.

You mean differential setting? Or opposite lock technique?
If differential - they do not change for every corner definetely. More likely changes are done when having new set of tyres, or race conditions change dramatically.
As for brake-bias - Ferrari drivers change a lot but not for EVERY corner, rather than for some special ones like that require turn in on the brakes. I also remeber last years Monza race when among with common telemetry (throttle+brake) brake-bias setting was shown (only briefly though) and Renault driver (more likely Fisicella) changed it couple times through the lap.

AFAIK the differentials are not fixed.

They do change them because they have different settings for each section of a corner (entry, mid and exit) so they change them along the straight for some corners.
