The article has been mentioned before in this thread and it can very well be a smokescreen for the other teams to get lost in.
I'm more curious as to the source of these rumors and the proposed location and design of the passive f-duct, as there are regulations preventing its incarnation as we all know it (slot in rear wing, siphoning high energy air to it to stall said rear wing) and the benefits of a front wing f-duct (aka W-duct) have been stated as to disrupt car balance and be of dubious value, were it legal to begin with:

I have theorized a passive f-duct system could be in the rear-wing endplates (which can be made somewhat hollow, since Mercedes uses the endplates to house the DRS mechanisms). However, as with the front-wing f-duct, how air blowing from the endplates could be of any benefit is a stretch.
