EXPLAINED: Why has Antonelli been hit with two penalties at Zandvoort?

Having pushed Charles Leclerc into the walls at the Turn 3 banking at Sunday's Dutch Grand Prix, Mercedes driver Andrea Kimi Antonelli has been hit with a ten-second penalty before also picking up another penalty for speeding in the pit lane.
Despite encouraging pace in the early stages of Saturday's qualifying session, Andrea Kimi Antonelli failed to make it out in Q2, and was left to startthe race only from P11 on the grid.
Although the Bologna-born racer made up five places due to well-time pit stops and the safety car brought out for Lewis Hamilton's incident, things got complicated when the Italian pitted in the later stages of the race, and Ferrari brought Leclerc in to counter.
The Monegasque rejoined the track ahead of the Italian, but the Mercedes driver got it wrong and tagged the side of Leclerc when he tried to send it up the inside into Turn 3.
The incident forced Leclerc to retire from the action while Antonelli suffered a puncture and was handed a 10-second time penalty before also receiving a five-second time penalty for speeding in the pit lane.
As for the tangle with Leclerc, the statement read: "The Stewards reviewed video, timing, telemetry, team radio and in-car video evidence.
"Car 12 was attempting an overtake on the inside of Car 16 at Turn 3 andundersteered into the side of Car 16.
"This resulted in significant damage to Car 16 and its retirement. "It is clear that Car 12 was wholly and predominantly to blame for the collision. We accordingly imposed a 10 second time penalty on Car 12.
As for the second incident, Antonelli was caught by having exceeded the pit lane speed limit by 0.3km/h.
"Car 12 exceeded the pit lane speed limit which is set at 80 km/h for this event by 0.3km/h."
