No, if we assume a 400kW ICE, we have currently a 53/47 split. A 450kW ICE (an increase of even more than 10%) with a 300kW MGU-K would be a 60/40 split.

Thing is that F1 can say the engine is as powerful as they want in order to get the 60/40 split.

The ICE isn’t actually 400kW. Most seem to think they are between 415-425kW. If you add an additional 10% fuel flow, you end up at ~455-470 kW. Nominal ICE power can then be set at 450kW, since that is about where the worst PU is likely to end up and roughly in line with how the nominal power is set in relation to fuel flow today.

450kW ICE + 300kW MGU-K works out to a perfect 60:40 split. Hence 3300 MJ/h is likely to be the number they go with for 2027 unless they increase power by some other means than just fuel flow.

What could increase power apart from fuel flow is unclear. Perhaps slightly denser fuels, higher boost or a higher compression ratio. Realistically they will probably just increase the fuel flow, however.
