Actually quite innovative. I wonder what kind of benefit this brings. Maybe slightly more stable central airflow in yaw?

Opening up the area underneath the nose would depressurize the airflow through that area, which should reduce drag a little bit, but no idea if that's the primary purpose. Haas don't often bring circuit-specific upgrades, and this appears to be quite well developed aerodynamically and would have required a good deal of structural engineering, so they clearly believe that the investment is worth it.
