I am sure there is a lot more than just the exhaust which is the reason for difference in times,

I think it has more to do with the overall aero package the respective teams have focused on. The first indicator that this is the case is the front wing. While RBR and Williams have similar philosophies, Lotus have a markedly different take, with the large vertical strakes that obviously help to direct air around the tires around the side. This may not have as much FW downforce, but it could aid in diverting air without adding additional elements that could add drag or upset the car's balance.
