Aluminium sheets could be fabricated faster than CF
And adjustments can be made to the angles of the blades at the races
Looking at that piece, it looked like something that can be fabricated with sheet

Shaped/profiled ally sheet will take just as much work to make as a carbon layup, you don't want to make adjustments to angles at races, and they're heavier. You also have a lot more fatigue issues from vibration than with the carbon layups.
Which is why they're carbon.

Aside from engine and gearbox reliability issues the only MCL34 update appeared to be a low-drag rear wing. The new stepped profile (1) shallows the angle of attack of the wing profiles near the endplate to reduce the wing tip vortices formed at the wing tip. These tip vortices induce drag, so while the wing produces less downforce, its more efficient as it loses even more drag.

It seems that the authors wishful thinking.
