Im not missing anything, you are simply lacking scope of vision. That's why it rings as idiotic to waste the limited computer time by keeping imperfect and slow humans in the loop as the primary calculator of every way to manipulate and optimize the outcome of what is "literally" a math problem, and that's not gibberish!
It's a math problem when you know which equations to solve, but if you don't have those equations, or ways to solve for all special cases then there's just not enough programming power for machine learning to be effective. In other words you need a data set to build on, and if your data is partial, well, garbage in, garbage out.
