I am just wondering if the decision for AN to leave RBR Q1 2025 is part of RB grand plan to exclude AN cost in their budget to free up more resources for engine development?

Could AN still be part of RB but as vendor instead of salaried staff?

He's a consultant now, not salaried staff. If he's inputting to the design/running of the race car then his costs are factored in to the cost cap. You can't get around it by changing how you pay someone. They are a cost centre irrespective of the contractual situation.
If you are more fortunate than others, build a larger table not a taller fence.

No. Newey was already contracted in a way to avoid his wages coming under the cost cap. His contract was with Redbull technologies not the F1 team if I remember correctly.

As for the '26 PU's? They been under development for quite a while now. Long enough for Verstappen to complain about how the '26 PU was running in the simulator.

Aren't the 3 highest paid employees excluded from the cap anyway Newey is likely one of them.

According to motorsport.com, as part of his separation agreement with Red Bull Newey is not allowed to officially reveal his intentions for the future until September.

Of course unconfirmed rumours may come out before then once he's decided

Well the latest seems to be he's going to Aston Martin but I don't think anyone but him knows...
