The tendency for the teams has been to use the softer two tyre compounds offered for any one weekend. So unless the conditions are severe (like in Malaysia) the hards will be unlikley to be used - unless Pirelli specify the two compulsory tyre sets are to be hard.
"Nobody" was an exageration to ilustrate the point that they were overkill and if not for Pirelli forcing them most teams wouldn't have taken any.
There were situations this season were the harder choice was ultimately the "best", but the window for the hard is very limited, hards are probably going to be one of the choices for Suzuka and Malaysia but only in Malaysia they have a chance of usefulness, might as well be the Malaysian one off tire.
