Was listening to the Beyond the Grid with Grosjean (very good and worth a listen anyway) where they talk about 2021 and he states (verbatim) "...it's been a bit open so I can say it, but the rules were made to slow down Mercedes."

if mercedes doesn't get it right, it's because they didn't do good enough job, not because regulations were made to hurt them (no one knows for sure, not even mercedes). same applies to every team on the grid. with budget restrictions in place, it's anyone's game to get ahead, if someone doesn't, crying over the regulation changes would just be considered lame excuse.
