Sure – it's 2 years old, it's from an era when the rules were significantly different, and the engine is for 2 years in the future, and significantly different, so there's nothing to stop them doing it. I'd be very surprised if most of the high end teams weren't doing thousands and thousands of miles on such cars already, just to know exactly how such engines work, when they'll fail, how hard they can push them and how, etc.
All cars need to pass crash tests now to be tested in.
That might be a problem with an old car, and new prototype design engine.
It is not longer the same car that passed the tests previously.
That doesn't apply to private tests in non-current cars.
