How would a cheap engine compare?

All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

Well, also in the WEC, Aston and the Corvette are the same concept/configuration but Aston gets huge BOP breaks compared to the Corvette. in Lmp1, balance is only diesel vs gas, so the NA Toyota suffers against the turbo Porsche.
LMP1 engines are balanced for fuel type and amount of hybrid energy they use per lap.

So the Audi has a higher fuel flow rate than the Porsche because it is in the 4MJ hybrid category and the Porsche is in the 8MJ hybrid category. Then there is a factor to equalise between petrol and Diesel, which lowers the Diesel fuel flow rate.

I doubt that they would be too fast.

Some of the speed for the Porsche is from the use of an 8MJ hybrid system, which provides almost half the power. This system is quite large and heavy compared to the F1 ERS, albeit with a lot more power.

To be raced in F1, assuming the ICE configuration is allowed, the Porsche 919 PU would most likely have to conform to the 2MJ/4MJ/120kW rule. In which case most of the performance would come from the ICE, and the evidence seems to suggest that Mercedes and Ferrari would be significantly ahead on power.
