I totally agree with you. Besides, this shows a lot of arrogance on the part of Mosley, because he promised democracy and the first time it goes against his, apparently, loved solution to costs, he overrules it.
Apendix 6 to the 2008 Sporting Regulations states the rules about engine homologation. This is clear and no surprise.
Apendix 5 says that decissions on rule changes are taken by the Sporting Working Group.
Now Mosley says that Apendix 6 is binding but Apendix 5 is not.
The worst part is that the mechanism for rule changes says that the Formula 1 Commission and the FIA World Council can deny proposals asked for by the Sporting Working Group.
Mosley could ask for a World Council meeting, appoint a new F1 Commission, and then accept or reject engine homologation. Probably he does not want anybody taking the veto power away from him.
There is still a window of about six weeks before the rules for 2008 are fixed and I think this is plenty of time. Declarations ahead of this process, contemplated in the rules he swore to abide for, are incredibly stupid and a gamble on no team challenging his dictatorial decission.
