Yes, it is much easier (and cheaper) to just modify the static tests. It's also very clear cut, there is no chance for errors due to shadows, vibrations, etc. You apply the load, if it deflects less than X, you're good... go race.
I don't understand why all of you are so deeply involved in the flexiwing saga... just get over it, f1 teams will push to the absolute limits no matter what, so there will always be controversy... If you pass the test then why should you care what anyone else thinks...
