Just sit back for a second or two and ponder what MrE actually said; "It was really Max Mosley’s fault, telling them they could come in and be contenders for 30 million (pounds sterling)." So, 35 MEUR or 47 MUSD is pocketchange nowadays, is it?

I wonder, with compensation for inflation of course, how that number compares to MrE's Brabham-team budget of 1983?

You've said a lot more there than you might know: after 3 or 4 years of hard work and huge expenditures the new teams will go from hopeless to uncompetitive?
If by competitive you mean able to win races, then yes, they would not likely achieve in the medium term. But heck, Williams have gone from being champions to being 'uncompetitive' in your terms, with a lot of hard work and expenditure to boot, mind you. Should they fold or be kicked out too then, or go back to being a one chassis customer team of McLaren or Ferrari?
