Certain defined sub-assemblies could have minimum weights assigned. One could also usefully assign maximum weights to some sub-assemblies (such as the nose and front wing assembly). Deflection and impact testing already assures reasonable strength and durability throughout most of the car. The overall weight limit does need to be retained as well but it doesn't need to be so high.
One other area needs to be looked at again. The fundamental problem that leads designers needing to add ballast to the front or the rear or wherever needs to be broached. If this involves moving the front wheels back, so be it.
