Your question was answered, wasn't it? He is not in the data bank I'm using so he must be disputable. So please tell us whom you meant.

Michael "Mikko" Kozarowitzky (born May 17, 1948) is a former racing driver from Finland. With a solid background in various lower formulae, he reached Formula One in 1977. Driving for the RAM team, which was then running March 761 cars, Kozarowitzky entered the 1977 Swedish Grand Prix where he failed to qualify mainly thanks to a lack of testing time in the car.
His next attempt was at the 1977 British Grand Prix where he failed to pre-qualify following an accident avoiding Rupert Keegan during practice. Kozarowitzky broke his hand in the accident and left the team after they wanted him to try to qualify in the spare car despite his injury. His F1 plans for 1978 came to nothing due to lack of funds, and he then retired from the sport.
Looks like his omission was due to failure to qualify for a race. Fair enough!

Apart from being in a JET question, competing in 4 races, with a best finish of 10th in the 1959 Portugese GP and he also scored no points in all of his races. Other than Pedro Lamy, he is the only Portugese driver to make it to the grid. But most of all, he blocked championship leader, Jack Brabham when being lapped at Monsanto, causing Brabham to go off the road and hit a lamp post.
