I think this is an interesting thread as I always wonder when Webber will drive every lap of a GP like he does a quali lap. A lot of people got excited about him years ago because of his quali pace, but he never seemed to have good race results, maybe this is what the OP is getting at.

As I look accross the field the lap times of most drivers have many laps where they may have lapped +.5s worse than the lap before. Yes that can be traffic, stray dogs whatever. I guess the point is that it makes the brawn really look as good as the 6 from 7 wins that it has doesn't it. After all we haven't seen such a dominant start to season in many, many years.
When Williams did the shoot-out with Button and Junqueira, Button got the drive as their fastest lap were similar (can't remember who was fastest) but Buttons consistency blew them away, every lap was within eg. 0.1sec of his fastest, whereas Junqueira was all over the place, so Jenson was faster on a long run. I think they may never had seen consistency like that before and they gave him the job.

Anyone who says Jenson is lucky this year because he has the fastest car is wrong. He might be the most consistent driver ever, and he is kind to his tyres which helps, and he is mental fast.

From the given data Button & BGP is more consistent than Webber & RB5. Can Somebody make a graph of Button, Webber and Vettel... please O:) ..
