I am thinking better chance of making up places starting from the back. It has a potential of throwing out strategies over uncertainty, so even being in the lead is under risk as Vettel found out last year. Start on the harder tyre instead of softer that you have to when going for q3. With harder tyers run longer and wait for the rain before pitting.
